The City of Seaside Building & Code enforcement department is responsible for the safety of buildings and public infrastructure in the City of Seaside. This is accomplished through the issuance and inspections of buildings & structures as well as through the enforcement of our City's Municipal Code.
The Building & Code Enforcement Department is located within City Hall at the Permits & Inspections counter.
Building Safety through Permits & Inspections
The City of Seaside Building & Code Enforcement Department safeguards the health, safety and welfare of residents, workers and visitors to the City of Seaside by effective administration and enforcement of building codes and ordinances adopted by the City, by providing plan review of construction drawings, field inspections of buildings and structures, and providing public information services related to new construction.
The City of Seaside has adopted the 2022 California Code of Regulations, Title 24 with certain amendments. These codes and amendments are effective on January 1, 2023. All projects submitted after January 1, 2023, must comply with the 2022 California Codes of Regulations and the City of Seaside local amendments.
The Building & Code Enforcement Department is located within City Hall at the Permits & Inspections counter.
Before starting any type of building project or major repairs, it is recommended that the owner contacts the Building Department to verify whether or not a permit is required for the scope of work that is being proposed. The mission of the Building Department is to enforce and maintain public safety, health, and welfare. Through the use of building permits, the Building Department can ensure that structures are built to safe building code standards.

Current Plan Review Turnaround Times:
Due to a high volume of permit applications and staff resources, the time frame for plan review is currently longer than normal. We appreciate your patience as we seek additional support. The current average plan review time frames are 20-30 business days for the initial plan review and 10-20 business days for each subsequent review.
