What is the Seaside ESCA Long-Term Obligations Management Program?

The Seaside Environmental Services Cooperative Agreement (ESCA) Program was inherited from the former Fort Ord Reuse Authority (FORA) in 2020 and is designed to protect the public from munitions hazards that may remain after munitions cleanup work completion by helping property owners maintain ESCA property Land Use Controls (LUC).  ESCA properties are located within the County of Monterey, California State University Monterey Bay (CSUMB), Monterey Peninsula College (MPC), and the cities of Del Rey Oaks, Marina, Monterey and Seaside. The U.S. Army (Army) funds the Seaside ESCA Long-Term Obligations Management Program.
